Local Action is part of the Rural Development Programme for England (RDPE) 2007 – 2013. The aim of RPDE is to support and promote sustainable farming, forestry and food sectors, and to bring wider benefits for the economy, environment and rural communities.

RDPE will provide financial support for a wide range of activities in rural areas including environmental stewardship, skills development, farming and forestry diversification, resource management, renewable energy supply chains and community-led development. RDPE is jointly funded by the EU and national Government, and is part of the Common Agricultural Policy.

The priority of the RDPE programme is to support projects that are:


  • Innovative – offering new opportunities and solutions
  • Co-operative – bringing groups together
  • Offer wider benefits – go beyond the project
  • Contribute to low energy usage
  • Sustainable – economically, socially and environmentally

There are 4 axes:
Axis 1 – improving the competitiveness of the farming and forestry sectors
Axis 2 - improving the environment and countryside  
Axis 3 - improving the quality of life in rural areas and promoting diversification of the rural economy
Axis 4 - community-led approach to development, which is Local Action

Local Action Groups (LAG)

Local Action in an area is being managed by a Local Action Group. Groups comprise of representatives from the public, private and voluntary/community sector. Each group has its own terms of reference, partnership agreement and establishes its priorities through developing a yearly delivery plan.

The delivery of projects to support the Axis 4 will be achieved through specific Measures. These are:

311     Diversification into non-agricultural activities (being delivered through the Cornwall Agri-Food Council)

312     Support for the creation and development of micro businesses

313     Encouragement of tourism activities

321     Basic services for the economy and rural population

322     Village renewal and development

323     Conservation and upgrading the rural heritage
