The Group manages the programme under the authority of the Accountable Body. The group is responsible for the management and the strategic direction of the programme and makes decisions in respect of applications for funding and monitors the progress of the programme through reports received. It operates within an agreed Constitution, and meets regularly. The Group authorises and oversees the preparation of the annual delivery plan.
Day to day operation is done by the Local Action Group Manager, working on behalf of the East Cornwall Local Action Group.
Support is provided by a Secretariat, which administers the programme on behalf of the East Cornwall Local Action Group and the Accountable Body. The Secretariat has devised a Scheme Guidance Manual which details day to day operation.
The Accountable Body contracts with the SWRDA for delivery of the programme, holds itself responsible for its successful conclusion, and undertakes to ensure that propriety is observed in its management and administration in accordance with the Key and Ancillary Controls Matrix produced by the Rural Payments Agency.
The duties of the Secretariat and the Accountable are provided by the Cornwall Development Company.
